"Waifu Collection" is a free app for Android and iPhone. The user collects virtual cards, each one featuring a particular character and her seiyuu.
The "card" includes a set of voice clips, as well as other functions: the user can stroke the character's hair, or kiss the character -- virtually, of course -- and the character will respond in some way. Like a simplified version of what happens with the Love Plus game.
The most recent card is for Yuuki Aoi's Giselle, in Last Exile: Ginyaku no Fam. There is already a card for Fam (Toyosaki Aki): (click image to enlarge)
Other shows include Mouretsu Pirates (Komatsu Mikako as Marika), Rinne no Lagrange (Ishihara Kaori as Madoka, Seto Asami as Ran), Index (Iguchi Yuka as Index), Railgun (Asumi Kana, Arai Satomi), MadoMagi (Yuuki Aoi, Saitou Chiwa, Mizuhashi Kaori, Kitamura Eri, Katou Emiri), Guilty Crown (Kayano Ai), Astalotte no Omocha (Kugimiya Rie, Tamura Yukari) and several others, one of which is the little-known but hilarious Yutori-chan (Yuuki Aoi and Hanazawa Kana). The only male seiyuu included is Miyano Mamoru in Steins;Gate.

In Japanese, the app is called 嫁コレ Yome Kore, "bride collect(ion)." In Japanese, the otaku cry "...is my waifu" is ...ore no yome ("...is my bride").
Another function of the cards is being able to insert the character into any photos the user takes with their phone, like this:
I'm not in a position to test whether the app will work in non-Japanese phones, but I expect it will.

It doesn't work in Non-Japanese handphone (At least for mine).
It doesn't work for my US android phone, at least.
Works fine in both iOS (new ipad) and android. iOS you just need a Japanese account while in android market enabler to change to Japanese region (just to download).
Still a bit lost on what to do, but seems pretty entertaining for the kicks if anything LOL

@Sailor_Sakura -- Thanks very much for that useful-looking link. These cards seem more and more like a simple version of Love Plus, lol.
Finally got around to install this fine app. It works nicely on Samsung Galaxy Tab 10.1, though the picture taking function crashes the app, unfortunately. The guide to which I pasted url helps to get started, but you can't really enjoy it without some knowledge of Japanese language. However, the dialog is really basic so it's easy to get into.
Does it work on the iTouch? I can't seem to get the app as I don't have a Japanese itunes account. Did anyone figure a way around this?
At the login page, what should I key in for referral ID?

Soul's Rhapsody: As far as I know, there is no workaround for iOS, you need a Japanese account. However, you can create one and use it for downloading the app, then switch back to your original account.

There is currently a Madoka event running: http://yomecolle.jp/cp008/
Basically just get 7 card open for Madoka and 6 for Homura to get a special dialog card as a present at the end of the event period (May 7th). Another card is given for having 8 card open for Sayaka and 6 for Kyouko.
